Turn Signal Malfunction/FMVSS 108
If a turn signal fails, the driver will not be informed and surrounding drivers will not receive indication of the intention to change vehicle direction, which can increase the risk of a crash.

Summary
Chrysler (FCA US, LLC) is recalling certain 2022 Jeep Grand Cherokee and Grand Cherokee L vehicles. Due to a software programming error, any failure with the turn signals would not be communicated to the driver. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Dealers will update the body control module software, free of charge. Owner notification letters were mailed April 28, 2022. Owners may contact FCA US, LLC customer service at 1-800-853-1403. FCA US, LLC’s number for this recall is Z35.

New Safety Recall Advanced Communication – Z35
FCA US LLC (FCA US) has announced a safety recall on certain 2022 Model Year (WL) Jeep® Grand Cherokee and Grand Cherokee L vehicles.
REASON FOR THIS SAFETY RECALL
Some of the above vehicles may have been built with a turn signal flash rate at the same flash rate designed to indicate a failed turn indicator and would not indicate a significant change in the flashing rate if/when there is a failure of one or more turn signal lamps. This could cause a crash without prior warning.
The condition described above does not comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 108 S9.3.6 which requires that “Failure of one or more turn signal lamps […] must be indicated by the turn signal pilot indicator by […] a significant change in the flashing rate”.
SERVICE ACTION
FCA US will conduct a voluntary safety recall to update configuration parameters in the Body Control Module (BCM). The remedy for this condition is not currently available. Dealers will be notified of the launch of this safety recall by way of established communication methods. This recall is estimated to launch in the 2nd Quarter of 2022.

IMPORTANT: Some of the involved vehicles may be in dealer new vehicle inventory. Federal law requires you to complete this recall service on these vehicles before retail delivery. Dealers should also consider this requirement to apply to used vehicle inventory and should perform this recall on vehicles in for service. Involved vehicles can be determined by using the VIP inquiry process.
Subject
The turn signal flash rate on about 70 of the above vehicles may be incorrect. A turn signal that flashes at the same rate designed to indicate a failed turn signal would not provide the driver notification of a failed turn signal lamp. This could cause a crash without prior warning.

Service Procedure
A. Reconfigure the BCM
NOTE: The wiTECH scan tool must be used to perform this recall. The wiTECH software is required to be at the latest release level before performing this procedure.
- Open the hood. Install a battery charger and verify that the charging rate provides 13.0 to 13.5 volts. Do not allow the charger to time out during the flash process. Set the battery charger timer (if so equipped) to continuous charge.
NOTE: Use an accurate stand-alone voltmeter. The battery charger volt meter may not be sufficiently accurate. If voltage reading is too high, apply an electrical load by activating the park or headlamps and/or HVAC blower motor to lower the voltage.
- Place the ignition in the “RUN” position.
- Connect the wiTECH MDP to the vehicle data link connector.
- Open the wiTECH 2.0 website.
- Enter your “User id” and “Password” and your “Dealer Code”, then select “Sign In” at the bottom of the screen. Click “Accept”.
- From the “Vehicle Selection” screen, select the vehicle to be updated.
- From the “Action Items” screen, from the left column, select “Guided Diagnostics”.
- Select “Restore Vehicle Configuration” and follow on-screen prompts.
NOTE: If the “Restore Vehicle Configuration” option is not available, the vehicle is up to date. Claim the “Restore Vehicle Configuration” LOP to close the recall.
Note: Ensure the following parameters change throughout the routine (Figure 1).
- Front Turn Signal ON Time 1/Front Turn Signal OFF Time 1: Value = 660ms
- Rear Turn Signal ON Time 1/Rear Turn Signal OFF Time 1: Value = 660ms
- Front Turn Signal ON Time 2/Front Turn Signal OFF Time 2: Value = 400ms
- Rear Turn Signal ON Time 2/Rear Turn Signal OFF Time 2: Value = 400ms
- After configuration is updated, confirm the flash rate of all 4 lamps (front headlamps and rear tail lamps) are the same.
Chronology :
- On January 28, 2022, the FCA US LLC (“FCA US”) Technical Safety and Regulatory Compliance (“TSRC”) organization was notified by the assembly plant that some 2022 MY Grand Cherokee and Grand Cherokee L vehicles were built with an incorrect configuration parameter for the turn signal flash rate.
- On February 1, 2022, the FCA US TSRC organization opened an investigation based on information that the turn signal flash rate was rapid.
- During February 2022, meetings were held between FCA US engineering and TSRC to better understand the failure mode.
- During March 2022, FCA US TSRC, Engineering, Manufacturing, and Supplier Operations worked in partnership to determine the suspect population.
- On March 23, 2022, the FCA US TSRC organization recognized a vehicle build issue existed on certain vehicles related to the turn signal flash rate, potentially not in compliance with FMVSS No. 108.
- On April 7, 2022, FCA US determined, through the Vehicle Regulations Committee, to conduct a voluntary safety recall of the affected vehicles.

GRS provides involved dealers with an updated VIN list of their incomplete vehicles. The owner’s name, address and phone number are listed if known. Completed vehicles are removed from GRS within several days of repair claim submission. To use this system, click on the “Service” tab and then click on “Global Recall System.” Your dealer’s VIN list for each recall displayed can be sorted by: those vehicles that were unsold at recall launch, those with a phone number, city, zip code, or VIN sequence. Dealers must perform this repair on all unsold vehicles before retail delivery. Dealers should also use the VIN list to follow up with all owners to schedule appointments for this repair. Recall VIN lists may contain confidential, restricted owner name and address information that was obtained from the Department of Motor Vehicles of various states. Use of this information is permitted for this recall only and is strictly prohibited from all other use. IMPORTANT SAFETY RECALL Turn Signal Flash Rate Dear [Name], This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act. FCA US LLC has decided that certain [2022 (WL) Jeep Grand Cherokee and Grand Cherokee L] vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 108 S9.3.6 – Lamps, Reflective Devices, and Assoc. Equipment. It is extremely important to take steps now to repair your vehicle to ensure the safety of you and your passengers. WHY DOES MY VEHICLE NEED REPAIRS? The turn signal flash rate on your vehicle [1] may be incorrect. A turn signal that flashes at the same rate designed to indicate a failed turn signal would not provide the driver notification of a failed turn signal lamp. This could cause a crash without prior warning. HOW DO I RESOLVE THIS IMPORTANT SAFETY ISSUE? FCA US will repair your vehicle [2] free of charge (parts and labor). To do this, your dealer will update configuration parameters in the Body Control Module (BCM). The estimated repair time is one half hour. In addition, your dealer will require your vehicle for proper check-in, preparation, and check-out during your visit, which may require more time. Your time is important to us, so we recommend that you schedule a service appointment to minimize your inconvenience. Please bring this letter with you to your dealership. 04/15/2022 _____________________________________________________________________ New Safety Recall Advanced Communication – Z35 FCA US LLC (FCA US) has announced a safety recall on certain 2022 Model Year (WL) Jeep® Grand Cherokee and Grand Cherokee L vehicles. REASON FOR THIS SAFETY RECALL Some of the above vehicles may have been built with a turn signal flash rate at the same flash rate designed to indicate a failed turn indicator and would not indicate a significant change in the flashing rate if/when there is a failure of one or more turn signal lamps. This could cause a crash without prior warning. The condition described above does not comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 108 S9.3.6 which requires that “Failure of one or more turn signal lamps […] must be indicated by the turn signal pilot indicator by […] a significant change in the flashing rate”. SERVICE ACTION FCA US will conduct a voluntary safety recall to update configuration parameters in the Body Control Module (BCM). The remedy for this condition is not currently available. Dealers will be notified of the launch of this safety recall by way of established communication methods. This recall is estimated to launch in the 2nd Quarter of 2022. FCA US has a longstanding policy and practice of reimbursing owners who have incurred the cost of repairing a problem that subsequently becomes the subject of a field action. To ensure consistency, FCA US, as part of the owner letter, will request that customers send the original receipt and/or other adequate proof of payment to the company for confirmation of the expense.
