The suspect period began on February 9, 2023, when suspect spare tire carrier assemblies were introduced into vehicle production, and ended on February 14, 2023, when suspect spare tire carrier assemblies were no longer used in vehicle production. Production and supplier records were used to identify the suspect period. Similar vehicles not included in the recall were built with a correct spare tire carrier assembly, or were built before or after the suspect period. Production Dates : FEB 09, 2023 – FEB 14, 2023 VIN Range 1 : Begin : NR End : NR Not sequential Description of Noncompliance : Description of the Noncompliance : Federal Motor Vehicle Safety Standard (“FMVSS”) No. 571.108 S6.1.3.1 requires that “Each lamp…must be securely mounted…and in a location where it complies with all applicable photometric requirements in S7.9.13 Photometry. Each high-mounted stop lamp must be designed to conform to the photometry requirements of Table XV…”. Subject vehicles do not meet these photometry requirements. Description of the Cause : NR Identification of Any Warning that can Occur : None Involved Components : Component Name 1 : Spare Tire Carrier Assembly Component Description : Carrier Assembly – Spare Tire Component Part Number : 68479193AC Supplier Identification : Component Manufacturer Name : GRAMMER AMERICAS Address : 1429 COINING DR TOLEDO Ohio 43612-2932 Country : United States Chronology : • On April 18, 2023, the FCA US LLC (“FCA US”) Technical Safety and Regulatory Compliance (“TSRC”) organization opened an investigation into 2023 MY Jeep Wrangler vehicles built with a spare tire carrier assembly which may result in the spare tire obstructing the CHMSL. • From April 2023, through July 2023, FCA US TSRC reviewed vehicle records and met with FCA US Engineering, FCA US Supplier Quality, and the supplier to review manufacturing and supplier data to understand the condition and determine the suspect population. • On July 12, 2023, FCA US TSRC recognized a vehicle build issue exists on certain vehicles related to an obstructed CHMSL, potentially resulting in a noncompliance with FMVSS No. 108. • On August 3, 2023, FCA US determined, through the Vehicle Regulations Committee, to conduct a voluntary safety recall of the affected vehicles. Part 573 Safety Recall Report 23V-565 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 Description of Remedy : Description of Remedy Program : FCA US will conduct a voluntary safety recall on all affected vehicles to replace the spare tire carrier assembly. FCA US has a longstanding policy and practice of reimbursing owners who have incurred the cost of repairing a problem that subsequently becomes the subject of a field action. To ensure consistency, FCA US, as part of the owner letter, will request that customers send the original receipt and/or other adequate proof of payment to the company for confirmation of the expense. How Remedy Component Differs from Recalled Component : The remedy component will be a spare tire carrier assembly that meets FMVSS No. 108 Photometry requirements. 08/17/2023 _____________________________________________________________________ New Safety Recall Advanced Communication – 84A FCA US LLC (FCA US) has announced a safety recall on certain 2023 Model Year (JL) Jeep Wrangler vehicles equipped with a with a 33-inch diameter tire. VINs identified as being involved in this campaign are currently live and searchable. Stop sale is in effect for the above-identified vehicles. Vehicles impacted by a stop sale are eligible for reimbursement allowance through the Recall Floorplan Reimbursement Policy (RFPRP), which can be requested upon recall claim submission. REASON FOR THIS SAFETY RECALL The spare tire carrier on some of the above vehicles may have been built with an incorrect Center High Mount Stop Lamp (CHMSL) bracket assembly. A CHMSL that is partially obstructed may not have adequate conspicuity to other drivers to indicate the intention to slow or stop, which can cause a crash without prior warning. Federal Motor Vehicle Safety Standard (FMVSS) No. 571.108 S6.1.3.1 requires that “Each lamp…must be securely mounted…and in a location where it complies with all applicable photometric requirements in S7.9.13 Photometry.
