Summary
Chrysler (FCA US, LLC) is recalling certain 2019-2021 Ram ProMaster City vehicles. If one or both turn signal lights fail, the flashing rate may not change to warn the driver of the failure. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Dealers will update the Body Controller Module (BCM) software, free of charge. Owner notification letters were mailed October 28, 2021. Owners may contact FCA US LLC customer service at 1-800-853-1403. FCA US LLC’s number for this recall is Y71.

New Safety Recall Advanced Communication – Y71
FCA US LLC (FCA US) has announced a safety recall on certain 2019 through 2021 Model Year (VM) Ram ProMaster City vehicles.
REASON FOR THIS SAFETY RECALL
Some of the above vehicles may have a Body Control Module (“BCM”) diagnostic software issue that prevents the Instrument Panel Cluster (“IPC”) from changing the frequency of the turn signal lamp IPC indicator when a turn signal bulb is inoperative. Vehicles operators may be unable to adequately signal their driving intentions, and be unaware that their intensions may not be adequately signaled, which can cause a vehicle crash without prior warning.
The condition described above does not comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 108 S9.3.6 Turn signal lamp failure. Failure of one or more turn signal lamps such that the minimum photometric performance specified in Tables VI or VII is not being met must be indicated by the turn signal pilot indicator by a “steady on”, “steady off”, or by a significant change in the flashing rate”.
SERVICE ACTION
FCA US will conduct a voluntary safety recall to reprogram the Body Control Module. Dealers will be notified of the launch of this safety recall by way of established communication methods. This recall is estimated to launch in 3rd Quarter of 2021.

NOTE: Some vehicles above may have been identified as not involved in this recall and therefore have been excluded from this recall.
Subject
The Body Control Module (BCM) on about 24,929 of the above vehicles may have a diagnostic software issue that prevents the Instrument Panel Cluster (“IPC”) from changing the frequency of the turn signal lamp IPC indicator when a turn signal bulb is inoperative. Vehicle operators may be unable to adequately signal their driving intentions, and be unaware that their intentions may not be adequately signaled, which can cause a vehicle crash without prior warning.
The condition above fails to conform to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) No. 108 S9.3.6 Turn signal lamp failure. Failure of one or more turn signal lamps such that the minimum photometric performance specified in Tables VI or VII is not being met must be indicated by the turn signal pilot indicator by a “steady on”, “steady off”, or by a significant change in the flashing rate”. Suspect vehicles may not provide the required warning (a significant change in the flashing rate, for US vehicles) to the driver.

Service Procedure
NOTE: The wiTECH scan tool must be used to perform this Safety Recall. The wiTECH software is required to be at the latest release level before performing this procedure. If the reprogramming flash is aborted or interrupted, repeat the procedure.
- Open the hood. Install a battery charger and verify that the charging rate provides 13.0 to 13.5 volts. Do not allow the charger to time out during the flash process. Set the battery charger timer (if so equipped) to continuous charge.
NOTE: Use an accurate stand-alone voltmeter. The battery charger volt meter may not be sufficiently accurate. Voltages outside of the specified range will cause an unsuccessful flash. If voltage reading is too high, apply an electrical load by activating the park or headlamps and/or HVAC blower motor to lower the voltage.
- Connect the wiTECH micro pod II to the vehicle data link connector.
- Place the ignition in the “RUN” position.
- Open the wiTECH 2.0 website.
- Enter your “User id” and “Password” and your “Dealer Code”, then select “Sign In” at the bottom of the screen. Click “Accept”.
- From the “Vehicle Selection” screen, select the vehicle to be updated.
- From the “Topology” tab, select the “BCM” icon.
- From the “Flash” tab, compare the “(Current Electronic Control Unit) Part Number” with the “New ECU Part Number” listed.
- If the “Current ECU part Number” is the same as the “New Part Number”, proceed to Step 11.
- If the “Current ECU part Number” is NOT the same as the “New Part Number”, continue with Step 9.
- From the flash ECU agreement page, agree to terms by checking the box.
- Select “Flash BCM” and then follow the wiTECH screen instructions to complete the flash.
- Select view the DTCs.
- Select “Clear All DTCs” and then select continue, then “Close”.
- Place the ignition in the “OFF” position and then remove the wiTECH micro pod II device from the vehicle.
- Remove the battery charger from the vehicle.
- Close the vehicle hood and return the vehicle to the customer.
Chronology :
- On September 8, 2021, FCA Italy SpA (“FCA Italy”) Technical Safety and Regulatory Compliance recognized a
software issue existed in the BCM that prevents the flashing rate change for an inoperative turn signal bulb,
potentially not in compliance with FMVSS No. 108.
- On September 14, 2021, FCA Italy determined, through its Vehicle Regulations Committee, to conduct a
voluntary safety recall of the affected vehicles.

09/28/2021 New Safety Recall Advanced Communication – Y71 FCA US LLC (FCA US) has announced a safety recall on certain 2019 through 2021 Model Year (VM) Ram ProMaster City vehicles. VINs identified as being involved in this campaign are currently live and searchable. Stop sale is in effect for the above-identified vehicles. Vehicles impacted by a stop sale are eligible for reimbursement allowance through the Recall Floorplan Reimbursement Policy (RFPRP), which can be requested upon recall claim submission.
